Okido here we go. First thing, crop the picture you want to use as a banner and measure it's size. In this example it's the HoT Citadel image and I cropped it to 490 x 140. Now make two new pictures with the size 500 x 150. Notice that both height and width are 10 pixels longer. This is going to be the area for the furry border.
Now copy the original Citadel picture on one of the white pictures and paste it as a new layer. Then go to Layers and choose Merge-Merge All(Flatten).
Now you have one picture with the Cidatel image centered in the middle but it still has a white area around it and no cool furry border. (
Pic.1) That's what we are going to do with the other white picture.
Select the second white picture and apply the buttonize effect to it using a color that fits the Citadel one. So far you know how to do this. Now we get to the part where we're going to apply the fur effect. Make sure the white image with the buttonize effect is still selected and go to Effects-Texture Effects-Fur. Click it and copy my settings (
Pic.2)and type them into your Fur field. Then hit ok. You can see that the border looks furry now.
Now you're going to learn a new trick. We are going to use the magic wand tool to select the border and copy and paste it on the other image with the Citadel image centered in the middle. To do this go to the Selection tool and select Magic Wand.. (

Now click on the middle of the white picture with the furry border. You'll see that the inner part of the image is selected but we don't want that. We need to select the outer part, the border so to speak. To do this go to the top toolbar, go to selections and click on Invert. See? Now the border is selected instead of the white area in the middle (

Now make sure you select the Pan Tool again from the left toolbar (the one with the mouse cursor) and right click on the border selection. Click on Copy. Highlight the other picture with the Citadel image centered in the middle and rightclick on it. Go to Paste and click on Paste As New Layer. Cool, there it is. Now all you need to do is merge all layers again so go to Layers at the top bar and select Merge-Merge All.)(Flatten)
